Maneuvering through the VA bureaucracy is usually a lengthy and often arduous procedure, which can present an insurmountable obstacle for veterans. Difficulties navigating the VA system are further exacerbated by medical, mental health and substance abuse problems. In Honolulu, applications for benefits are taking approximately one year until an initial decision is reached. If this decision is unfavorable, the veteran may file an appeal that can take up to 2 additional years to decide. Approximately 56% of the denials are eventually reversed. Unfortunately, qualified and comprehensive advocacy is often necessary to assist many veterans access the VA benefits and services they are entitled to and, too often need, if they are to begin improving their lives.
